I would like to know, if 16" wheels (steelies) fits on a 2007 Ford Explorer XLT V6, 7 pass. Stock wheels and tires: 245/65R17.

I list 16" steelies for the truck even if it came with the 18" wheels, so I dont see that you would have a problem, and its also the same 16" rim number from 1996-2008, aftermarket steel rim number is X40827.

16" winter steelies are $93.00ea, takes two days, cheapest aftermarket alloy I can find stock on in a 16x8" is an american racing baja for $150.00ea.

Well Mike, the dealership gave me some 16" steelies since I kept the winter tires that I had on my 2001 Explorer. They were happy when I only requested 16" steelies instead of 17" winter tires.
