when it dosn't meow anymore, then you know for sure it's blown.

If it's an OBDII car the car will tell you in the form of a check engine light and a code that means cat not working.

Point a temp probe at the cat, before the cat and after the cat, you should see at least 300 degrees differance at the center of the cat.
