Where is a good place for a safety check?

My gf's brother found an 1.6 EL and was wondering what places are good for a safety check (the car is in Quebec, and we live in Ontario preferably the ottawa east end). And what procedures you have to go through when buying a car from Quebec.

DO NOT bring it to canadian tire, they said that my friends car didnt pass safety because of the back brakes and when my friend went to change them the bolts were seized meaning that they never even looked at it.

east end there are alot of garages near st. laurent industrial area so see if anyone can recommend one near there

yea we hope to go tomorrow... i know there is a place near mooneys bay... riverside at meadowlands... is that a legit place?
