03 civic Ep3 : burnin wire smell

coming from the vents. when the ac goes on. any suggestions ?

It's probably just dust blowing out of the vents. Turn it on high and let it blow for 5 minutes, it should go away.

It could be the cabin air filter element. if it's never been changed and it's an '03, it's due anyway.
